Except the argument could be made that someone could sell the key and basically make back what they sold, which the industry hates when anyone but them profits. By automatically queuing a digital copy to download, you bypass the issue

Didn't the Xbox One originally planned to do something similar with always online and physical copies being tied to installations without disc, but then people cried when they said you have to pay $5 to use a preowned copy otherwise it wouldn't work because it was already installed on another Xbox One.
Otherwise yeah, fuck it. $120, plus tip.

Just make the Key for the digital copy require a physical copy of the game to be in the console during activation. Nobody's going to buy a key by itself if they still need a disc to use it.
