Even in Fallout 1, you need to recover the water chip. In Fallout 2 you need to avenge your tribe.
All good RPG's have a story and a "Role" to play. Some of them let you choose different archetypes but its still one role. Thats the whole point of an RPG.

Playing Gordon Freeman isnt roleplaying, you're just playing an FPS through his eyes.
Roleplaying means you can tailor your character and play the game in different ways to achieve the same goal. Just because an RPG doesnt let you play literally any role you want doesnt disqualify it from being an RPG.
