A game director is the one who says how the game must be done, he's only essential in the pre-development phase because he's the one who decides what the game has to be.
Once that is set in stone, everyone else knows what to do and they start building that.
Why do you think game directors randomly start testing the game, or customizing random, different parts of the game?
Because after the pre-development phase, their work is done, all they are there for is to answer whatever questions the team might have about the game.
