Not any actual changes to the main stories, but they made it so Asuka actually has her transformations in her battle against Homura, and made the crimson version of the (ex)Hebijo girls at the end of their story more boss like, specially Haruka.

Well, there's no downside to transforming right at the start. Specially when you're at low levels, since your normal combos take ages to kill anything, specially bosses. Transforming gives you a full skillset right off the bat.
There are mainly two types of characters: Power and Speed type. Power types have slow moves that can be charged, while Speed types are all about chaining attacks together. Even inside those two types, there are a few gimmicky characters, like Haruka (attacks by proxy), Mirai/Ryoubi (use guns) and Minori (can charge her bucket). You just have to understand some characters will just suck major ass.
Anyway, every character has a different kind of Heavy Attack, with different properties.Try holding down the button to see what happens. That's how useful they are. Some characters have launchers, others can hide for a few moments (Asuka). Just experiment. You can also mix heavy attacks during a combo, which usually does a launcher. When you get a longer combo string, the effect of the heavy attack also changes depending on the hit you activate it at (so a heavy attack after the 4th hit may be much different than one after the 5th).
About dashes, they're supposed to be like that, sadly. One tip that may save you at first, is to light attack a few times (twice or thrice is enough), then dash and light attack again. Usually you'll do some sort of area of effect skill or just plow through enemies. You'll actually learn this skill after a few levels (I think level 15?), but you can use this skill earlier if you use it during a dash. Remember, the dash must be done during a combo, not from neutral.

The defensive options feel weak, I suspect the game is "queueing" my attack actions or it needs to complete the animation. Often I will see the enemy attack (orange/purple cone) and press dodge/jump/block in time and nothing will register and still get hit. The game just rewards mashing attack to stunlock the opponent instead of balancing offense and defense.

Haruka's attacks either don't hit an area in front of her for some reason (the chainsaw only hits one side of the screen), or they don't stun the enemies enough. Minori is just weird because if you don't use the bucket everytime, you're going to get your ass kicked by every boss. Hibari becomes more bearable once you get used to dash cancelling, since you can use that attack to plow through enemies.
