Caesar says all of Arizona, New Mexico and "Much of" Utah and Colorado. We know he's exaggerating about Utah because his claim exists via the White Legs, but they do seem to have a legit stake in Colorado with Denver as seemingly their furthest border since it nearly broke them logistically.

However, there's evidence to suggest from the "Red Okies" that the Legion goes as far east as the Oklahoma panhandle bordering New Mexico. But that's fairly loose.

I've never fully understood if the Legion is nomadic or if it actually fully occupies these territories. Do they blow through, subjugate the population then leave it more or less autonomous with the lingering threat the legion might pass through again? Or do they have some cities they've permanently occupied?

It's a nomadic army, like the Mongol horde. The line about Lanius and the veterans being busy "in the east" implies they have a token peacekeeping force along the borders but the majority of the Legion is up and down the Colorado waiting to invade the Mojave.

They're a largely nomadic army. They harvest resources from their territory in the form of tribal assimilation and slaves, but they don't actively rule their territories. As long as you don't actively cross the Legion, you're left alone.

My guess is that the Legion territories exist to feed th greater war machine. They provide tithe, wealth, resources and people which are delivered via heavily defended supply lines/caravan routes which all funnel towards wherever the bulk of the Legion exists.

Has to be nomadic, if they had the force projection to occupy every settlement in all that territory they'd steamroll the dam with sheer numbers. Which is funny because since they're not everywhere that leaves the fringe settlements at the biggest risk. So do they have no raider troubles or do they just kill all the raiders after they find out a settlement was destroyed and claim it as a victory regardless?

Arizona is meant to be so safe merchant caravans can travel without guards. Anyone who opposed the Legion inside their territory is either dead or has the good sense to stay out of sight.

I just don't understand how the Legion actually keeps the roads safe for travel. If 90% of them are on the bank of the Colorado, who is even the Arizona town chopping people's heads off for stepping out of line? Why did they even go to Denver, what did they want to get out of it? Slaves?

Considering Arizona is a lot of nothing its easy to control empty desert. Probably a bunch of whipped slaves too scared to revolt against a few dudes with whips. No one raids it because there's nothing there. Convoys are guarded too much to be worth it so everyone avoids it.

I don't think they are. The bulk of their military forces may be, but they keep enough reserves in the conquered land to keep them pacified. The main military force where Caesar is found appears to be the main nomadic element of the Legion- other parts are more or less static.

After the loss at Hoover Dam the first time around, the Legion spent five years recovering its strength by conquering new tribes and amassing fresh slaves. That means pushing the border. Denver was a mistake because it's overrun by feral dogs and there's next to no one living out there, the only upshot to it all was conquering the Hangdogs and adding mongrels to their ranks.

The supplies tithed from the Legions territories are essential to the war machine at the Dam so I assume they have minimum troops dedicated to protecting the supply lines, who in turn must swipe through settlements pretty regularly to keep people in line and remind them of their presence. I imagine reputation does a fucking lot for them too.

I still think Edward Swallow's origin makes little sense. Young foreign captives who don't speak any of the local dialects and actively voice their contempt for their host's culture don't become undisputed despots with absolute loyalty by murdering thousands of people and instituting brutal cultural reforms that shit on whatever little tradition the tribals have. Those kind of people get shanked by disgruntled savages. There is no reason for the character to not simply be the warlord who unites the tribes via a common enemy and who then attacks the resource rich and easily raided settled peoples

Also in the Legion tribals don't have shit. They're slaves to Caesar. They don't get access to any pleasures or recreation except overly used slave vagina and the occasional boy hole. They're just brutally indoctrinated and trained 24/7. Total War fucking sucks and that's all the Legion has had since it's inception. Caesar's Legion as a concept completely flaunt any human aspect of pride or desire.

No, we've done this before. And the simple fact is they could see all the ideas were coming from Sallow and not Graham. Even a tribal can see who has the knowledge, who has the grand ideas, who gives them the power, who is the leader and who is the subservient mouthpiece.

But that's itself doesn't make any sense. Total War is a resource intensive process and they started with the weakest tribe. They then killed the second weakest tribe through full out assault. Then the third weakest tribe or literally any of the more powerful ones, instead of capitalizing on their enemies vast over reaching or exhausted state and raiding them, decided to surrender because they were scared of the guy who killed the second weakest tribe?

Time wise just teaching these tribes to effectively make use of squad tactics and Roman dialects while keeping everyone in line would have taken Caesar's entire life to do, never mind conquering all of Arizona and Nevada on top.

A complete massacre was well outside what the tribes were used to. They were petty thugs who raided and kidnapped and raped. Caesar shows them a pile of dead bodies where a hundred or more people used to live, what the fuck are they meant to think? "Hurr let's capitalize on them overreaching their bounds"? Fuck off.

But Graham was a leader, he was Edward's main legate, despite the fact he's said to be a ho hum military leader at best. Needing a translator is a fault, and in the middle of fight is a massive disadvantage. Also Edward was young and him having all this military training and being able to effectively execute it is a plot hole in and of itself.

None of that even matter because Graham suffer the same faults, he's a foreigner with no cultural or historical basis for the other tribes to trust or respect him, and Caesars reforms would have been massively unpopular and led to unrest among the tribes.

Considering the only potential reference to the Shi in NV is Colonel Hsu having an Asian last name, either Obsidian overlooked them completely or they're trying to imply San Francisco got annexed and culturally enriched by NCR

Exactly, all this shit would take DECADES of dedicated work to accomplish at this scale across dozens of languages and cultures.
