Every argonian is sentient, and the Hist will subliminally influence them. 95% of the time it doesn't bother them, but in times where the Hist needs to do serious shit, it controls the argonians via mind control. One case is during the Oblivion crisis where the Hist called back thousands of argonians from other provinces back to Black Marsh.
