They didn't. CSGO and TF2 are still in Source and still very actively supported. They're slowly back-porting various Source 2 features to Source as needed for this games. DOTA2, SteamVR Home, the Aperture Robot Repair demo (featured in The Lab) are the only true Source 2 works they've released so far.

Because half life was the only original ip valve actually came up with. They have no shareholders so they aren't incentivized to make as much money as poissible considering all the execs are already rich as fuck and can coast on valves borderline pcgaming monopoly. Also making a new AAA game by modern standards just doesn't work with the philosophy current valve has.
It's a shame valve hasn't taken any risks or innovations aside from hardware which no one really cares about.
