MGSV will still be the best entry because, unlike the others, it's the first actual videogame instead of being a shitty movie with clunky gameplay sections tacked on.
Which wouldn't be that bad if the movies had good plots, but they didn't, they were boring, generic, and all the plot beats and plot twists and characters felt like shit I had seen before in other movies.
I don't think there's a single original idea in the entirety of MGS, this entire franchise is nothing but a Frankenstein monster made out of bits of movies and books Kojima liked.

And that's why MGSV is the best MGS, because it's the one with the least plot, it cuts down the bad parts and actually offers something resembling a videogame.

I love Kojima's work, DS really looks interesting from what I've seen. However he IS too expensive. He's the reason why their other IPs, especially Silent Hill, had such low budget. All of their money was going into Kojima's games. He could have made MGSV without fancy overpaid actors. Literally nobody gives a shit about Stephanie Joosten and nobody asked for Kiefer Sutherland. Nobody asked for Lea Seydoux in DS either: She's one of France's most despised actresses.

I'm still hyped for DS, it looks like a crossover between Metal Gear Solid and Silent Hill, two of my favourite franchises. If the game sucks however it will only give reason to the haters saying that Kojima is a hack.
