It shows RAM frequency perfectly fine, in your case 1066 x 2 = 2133, which is bottom of the barrel memory, which is especially bad for Ryzen.

modern air coolers are better than liquid AIO. If you do a custom loop or a huge radiator AIO, then you might see some gain but both of those options are going be way more expensive. Mine is only hitting 45-50c under full load at 1440p 144 fps. I'm using the Le Grand Macho RT, but there's a couple of air coolers that perform around that level.

2080 and i7 9700k here. Speccy shows the cpu as a 7700k for some reason still, but whatever.

Nope, any modern processor is going to choke to death on that RAM. Snag some 3k+ 16cr at the minimum. 3200 15cr would be the sweet spot if you can pony up a little more but don't want to waste money.
