Isn't it the only hurdle the Live you'd need to play online, which you can get a trial pretty easy to play the whole campaign within a month. Or at least that is what I remember a friend doing for Forza a year or so back
I think the puplisher needs to okay their game for the buy anywhere stuff and I doubt 2K will do it. Might just get an xbone x for the game and play red dead 2 while I wait since pc version doesn't have lan so no coop on pirate version.

No, Xbox play anywhere applies mostly (only?) to first party titles, like halo, gears, forza. So you can't get a PC copy of BL3 through the xbox store.
If you're talking about streaming, I have no idea if xbox does that.

Xbox does stream to PC, but then what's the point? Xbox already supports K&M and you'd just be adding input lag streaming it from your xbox to PC, you'd also still have to pay XBL to use
sorry I don't own a cat or have toxo m8. But I do have over 300 titles that I've probably paid collectively $70 for that I play and have fun with and have played all of them so I've already gotten my satisfaction from.
