It's better if healing is not that good in the first place
Maybe if you have passive or weak healing with no debuffs, but also have a strong healing option that makes you vulnerable. Otherwise you're going to have people never heal or always use the most fucked up items because the rest are useless

Good healing items balance is heal over time but no stacking the heal time (ie: ideal healing is waiting for the last healing items to finish before using the next)
Stops people from spamming all their healing items and the people who do get fucked
iirc pubg did this with their bandages
