Sorry to break your rose tinted glasses but morrowind is probably the least immersive game in the entire series. It has the coolest setting for sure but fails to make it feel like anything more then a backdrop, a tiny artificial world where all the inhabitants act like standing tourist pamphlets who exist solely for the players convenience.
Why is this game so enjoyable to play? the atmosphere?

Quite a lot of quests involve walking people along the roads. If Morrowind had random encounters or NPCs dynamically travelling between cities, I think the roads would be more populated than you seem to think.

Even for Fallout 3 they tested a Deus Ex -like system where guns skill contributed to reticle size, but console gamers didn't like their shots to miss, so instead guns skill somehow changes how much damage a 10mm to the face will do.
