Will it be based on historical fact or just the book?
The only one I've played are 13 and one of them on the PS1,I liked 13 more because resource building is slow in a turn based system, though the PS1 gives you more story though, 13 never tells you the Yellow Turban leader died of a sickness or that Dong Zhou burned the capital to the ground before moving to a new one

Mostly the book, but the game is divided between Romance Mode,.and Historic Mode which has less fantastical elements, like solo generals with special abilities

no naval battles is pretty shitty, I loved port assaults with combined land and sea forces.
