None of his games have been either, he just bottle-necks his latest games with some bad design decisions. There's no reason not to think this could be an exception though.

Neither of those descriptions equate to vapourware or walking-sim. Acts1-2 of 4 were alright tasters of big open levels combined with sneaking past factional warfare (a weird omission in V). MGSV being unfinished is irrelevant when even the finished parts aren't amazing anyway, and like everyone keeps saying the controls and feel are amazing.

I didn't deny that, I just pointed out that the extremes at each end are greater in MGSV, you can tiptoe/crawl with greater sensitivity and sprint at a way faster pace.

Burden of proof is on you to show that you can change shoulder view in SC:B (beyond holding a hostage), which is pretty fucking basic for a TPS stealth game since camera is so important for sneaking and shooting.
Also you ignored all the other examples I gave of why MGS has the superior controls. But let's stick to the camera and speed-dynamics since you are actually challenging those then.
What bothers me is that everyone who has seen the game in motion is praising it as the second coming that shatters the modern notions about video games in a way only the genius of Kojima could have envisioned. For the record Kojima has yet to make a game with bad gameplay but it's hard to take this project seriously. I am not sure whether the last two MGS games were shit on purpose (at least MGS 4 looks like a hatefuck of the franchise) or not so that doesn't help it either.

In what sense? Simply the narrative themes or what you actually do in the game? Examples of the later would be like how people say REmake2 was an evolution in survival horror or BOTW was an evolution in open-world.

Neither are shit, and both are the result of design problems that were already present in MGS3 but hidden/mitigated by cramped level design and locked-camera, so no way are those problems intentionally bad. The idea that a AAA director would sabotage their own game for artistic reasons is fucking conspiracy tier retardation.
