The idea wasn't abandoned, retard. The plan was to always include a handful of Echo Fighters. The entire point is to create as many original characters + bring back as many previous characters and make Echo Fighters with whatever spare development time is leftover. Make too many Echo Fighters and it would have taken away from the time they could have spent working on Snake or Wolf.
