No, they're just the most rare and least useful. Fear Ward is coveted for most of Vanilla and Shadowmeld offers some shenanigans in PvP while also being useful in PvE.
Diplomacy is as good as it is on retail, even if Vanilla doesn't have as many rep grinds.
