Were good voice actors cheaper back in the day? VtMB had some god-tier ones for how small the game was, but i cant see a sequel ever coming close to the same quality.
You can get great voice acting easily from most people if you have good directing.
It's more that voice actors' quality has very little to do with cost. Take Dark Souls for example, extremely low budget for VA, but some of the best voice acting in any modern game. Another example is the 90's Berserk anime, literally no budget, one of the best dubs ever. Getting people from Broadway almost always works out better than getting actual VA's, while also being cheaper.

As opposed to Bloodlines day? Everything around today was around then too. One of the lines in Bloodlines was "We live in the age of cellphone cameras. Fuck ups are not tolerated." How is it any worse today?
Realistically, the notion of the masquerade actually working is a joke. It's one of those "suspension of disbelief" things you have to do with fantasy media.
