Should I main Simon or Richter?

Simon, that way you don't get to associate with a slew of people that only main Richter for his more anime aesthetics & Jojo references. We both know there are some Richter mains that have played Rondo, Dracula X or just CV and enjoy Richter, but they're unfortunately a minority.

why not main one of the top 10 characters instead of these two guys who are destined for the basement of the tier list?

Neither are very good beyond low levels of play, they're some of the most gimpable characters in the game and require the opponent to be a retard and walk into things for any reliable kills before like 160%
