Which is a shame cause a game like that, which also let you build or purchase ridiculous OP battleships to take down increasingly OP sea monsters with different abilities and types matched to different naval powers/abilities would be fucking fun

It sounds like it'd work really well as a srpg.

Where each mission a sea monster or two (or maybe a horde of minis) attack and you have to send in a fleet of increasingly ridiculous naval & air units to deal with them.

You'd have open sea missions and ones where you have to protect ports/coastal cities. But the cities & ports would have defenses you could use too.

Yeah and maybe nukes could be used too but very expensive, last-resort type weapon that obviously can't be used too close to the shore either
