Pretty sure west of the docks to Dragon's Bridge is farms, there's a fish monger and meat vendor in town so they're hunting and fishing nearby. Supposed to he the trade hub of the province too so they're getting shipments from everywhere.

Ideally Solitude would be like 30 times bigger. All the Elder Scrolls games beside the first 2 have a scale much, much smaller compared to the lore. I think I heard somewhere that Tamriel is the size of Alaska but I cant confirm that.

What do they eat? it's the capital and i don't see a single farm, bakery, butcher, fisherman.

There's a couple people fishing at the docks and Katja's farm, and there's an entire open air food market you mong.

Given the amount of NPC inside the Solitude, or any city in Skyrim, it's not impossible to imagine such small and shitty farms as those in fron of the Solitude are enough to feed 50 NPCs.
