How is she a discount Mio? For how she looks? Besides the long hair they have different expressions, Mio is sweet and gentle, Dororo is determined and confident. Anime character designs can suffer from same-face syndrome, and when you don't give your characters unrealistic neon hair it might be more noticeable.
Are you willing to just going to pretend that the character she has been for 24 episodes doesn't exist because you didn't like the ending?

Is the appereance of the flaming horse explained in the manga? My head cannon is that it is somehow a manifestation of Dororo's will.

In the manga Midoro has her own mini arc. In both manga and anime they die in a brutal and unjust way so they are reborn as spirits moved by the desire to fulfill a need or a promise, that's how ghouls are born (like the nun in the moth arc). That's it. But I like your new interpretation too.
It's strange nobody has ripped the Dororo OST if you ask me.
