Literally every single person who makes it to Griffith's capital has just as much right to stay and work there as any other person does. They're all equally guilty of squatting in a city they neither built, nor would have ever been capable of building.

Their distinction of 'refugee' is meaningless in this situation; their country has existed for like a few months.

That applies to everyone who was born after the city was built. They obviously couldnt contribute anything to the city before they were born, they were just lucky to be born there and automatically become citizens.

I dont really think its wrong per se, just pointing out that if the argument is that they didnt contribute to the city, most citizens were just lucky enough to be born in the right place. Just like nobles. Unless theres some sort of secret karma system that lets you get born in better families, they couldnt possibly have "earned" it. Its all luck.

Perhaps Miura is pulling a fast one on us and Griffith does genuinely care about his Kingdom and the well-being of his citizens? Griffith talked about not having any emotions left on the hill of swords but this may be different since it's literally his dream and whole reason to even exist as a Godhand member.
Stuff like immigration and education policies wouldn't be needed if he's just planning to kill them all, he must be enjoying this little roleplay.

Perhaps his tastes changed after experiencing the astral realm and now Falconia isn't enough and he wants to rule over other Gods as well.
Doesn't make much sense though and feels like bad writing, so.. what the hell, I wish we had Griffith's inner monologues. I can't think of any good reason why he'd throw away Falconia

Griffith does care, about being (and being loved as) a perfect ruler. It's a very probable future plot point that eventually the utopia of Falconia will be besmirched by some trivial, human failing, and Griffith's mask will slip when he gets pissed at it. The question is whether the endgame is full Escape from New York where Guts kills Griffith and spoils what all the peasants think is a perfect heaven-on-earth and he is viewed by them as an absolute evil because he returned their freedom without them understanding it.

He's talking about all the people that came to the city/kingdom, not sure which are considered native and which arent. The whole refugee theme is probably a commentary on current events here in Europe even though Griffiths refugees are of all colors probably.
