Well, the author never made clear (as far as I have read) how far the level gap can be bridged by stats. For what is worth, Bell's stats during the Ishtar arc were as follows:
Level Three
Strength: I 94 Defense: H 144 Dexterity: I 95 Agility: G 299 Magic: I 78
Both his lvl2 and lvl1 stats before leveling up were mostly SS, with agility being SSS (with SSS being viewed as outrageous by denizens of the setting). It's also unclear how those uberranks translate into bonuses on level up. If we take it at face value from how well he performed in this arc, he was able to outperform any lvl3 and the level boost from the fox enabled him to at least not get crushed instantly by a lvl5, but he still had to give ground while fighting her.

Aisha doesn't hit Level 4 until after joining Hermes Familia. She's just considered a top-tier Level 3 at this point in the story, but still not a Level 4.
With regards to stats and such, when you level up, whatever your stats were at the time of your rank up, those numbers get reset to 0, but the actual pre-rank up Status becomes your new normal, or the base from which your next Level's stats end up effecting. For example, if you're at S in every category at Level 1, upon ranking up to Level 2, your stats reset to I(0 in numerical terms) but you're still going to be stronger than any other fresh Level 2 that didn't have S ranked Level 1 stats, because you're starting from a stronger base. How much stronger hasn't really been elaborated, likely to give the author some wiggle room (looking at you, Phrynne fight). Since Bell's Level 2 base was on S ranked stats, and then his Level 3 foundation was based on SS/SSS ranked stats, he's far above the majority of Level 3s, and only Aisha, who's on the cusp of Level 4, can overpower him in raw Strength. So it stands that, with Haruhime's magic, a Level 4 Bell would still be fairly close in terms of stats to a Level 5. That being said, he's not actually fighting on equal terms with Phrynne. At best he can launch a couple of attacks that, when she's half-serious, she can block or evade with ease. Everything else is him parrying/dodging and trying to keep up. The only thing he has going for him is his Agility, which has always been his strong point, so with the Level Boost, he can almost match Phrynne's speed.

It's a setup arc, essentially. It's to establish the potential within Bell to become a different kind of hero. It was mentioned time and again that heroes don't save whores, yet Bell decided to cast that aside in order to save Haruhime. In a manner of speaking, whether intentional or not, it's to prepare the reader for what is to come. In this arc, Bell's willing to fight one of the more powerful Familias in Orario for the sake of one girl. The hesitation he felt, the fear of risking his Familia's very existence for what he believes in, and the decision to act the way he does, all of that is to create the foundation for his decisions in the coming volumes/arcs. This arc was his first step on the path of the "heretical" hero. This will be more fleshed out in the Xenos arc, when Bell decides he's willing to turn the whole city of Orario against him for the sake of one girl(monster).

The anime never explained this, but gods only get sent back to heaven if they break the "no divine powers" rule. Gods who die automatically use their divine power to revive, which gets them banished. The whole lower world thing is a game to them. It doesn't matter if you're an asshole or a saint, you just can't fulfill the lose condition.
iirc, he uses his experience fighting Aiz to use parries and dodges to barely hang in there. It's very obvious that he's at a disadvantage and scoring that scrape on her face was the best he could do. The battlefield shifts because he's basically doing a fighting retreat and then the Freya invasion becomes a priority and their battle is pretty much left unresolved.
Ishtar familia did actually try to mount a defense instead of giving up right away and the LN goes into a bit more detail on how their monsters went around hunting down whores and brutalizing them.
