It was inconceivably stupid back then, but Hori balanced it out by making the Villain side overwhelmingly stronger.
I mean the decision as a whole can be considered stupid but at least it won't be a xelee-stomp on Deku's part now, the stakes are just much bigger..... maybe.
Would Prime All Might be able to solve the current villain situation? He used to dominate Japan with just super strenght. Deku will have that and 6 other powers.
But AFO was also stupid when fighting All Might in a melee fight; if used smartly, AFO was many tiers above mere super strenght and speed. Deku having more quirks balances the fight if Shigaraki uses AFO smartly.
First, Prime All Might would destroy the new LoV easily if he was in his prime. Second just because "Hori the Hack" decided to power up to stupid levels in a single arc (and in the same manner, flashback=power up) doesn't make 7 quirks any less of a shitty narrative decision or an asspull (which it obviously is). Now watch as he pulls the same shit with every other character that will be relevant for their fights.

The complaints are from readers who flashback to naruto's ending, but really why would the author give a shit about balancing power levels at the end, it's ending, Naruto's hated ending was probably considered a great success to jump,mit still sold and probably extended naruto longer then it was going to go,
