For a ZR of a given length, isn't it objectively better if the exposed skin is closer to the ass ?
That would make higher stockings and shorter skirts superior, but then you can't beat long skirts but then you have to lose the ZR

OP specified thigh highs, not absolute territory. Not all thigh highs have a skirt. Meeks does have some iconic ZR though.

ZR's are gay, needs that LITTLE thigh gap between skirt and sock. Knee socks feel like something teenage girls wear here in the US. Kinda just off putting and much more like the small thigh gap. Also gives the feeling of smooth legs. Kinda like latex but WAY LESS weird and kinky.
