But while he's working for Shueisha he's still under the terms of his employment, which in this case are apparently pretty good, but I don't think him owning the property matters at all in this case.

Being a mangaka is something Togashi chose because he likes manga and he won a contest he entered on a whim while attending college. He would be teaching art in a high school or a college, and maybe had a blog for his art. He would have never become a mangaka without that contest. He does no love drawing the same way Oda or Kishimoto do. He loves studying and experiencing art, and just happens to be good at making it too. So he is going to spend considerably less time drawing than Oda.
