when was an evacuation shown? they would evacuate a city just because of a demon level threat (senior centipede) plus those few tigers, and elder showed up out of nowhere so there was no time for an evacuation

Where? It was shown on panel. After Elder appeared the last waves of people leaving an empty looking city were shown.
The city received gradual warnings and it's likely people started fucking off from that district and ultimately the entire city.

right, that's my bad. it's been a good while since i've read the elder vs mb chapters so i didn't remember the small stuff. though now after reading through them again the warning came quite a bit after elder appeared and by that point he had already destroyed a lot of the surrounding area.

The city received warnings due to other monsters, hence people panicking and leaving in waves, the last of which were shown before MB got thrown away. And Elder thrashing like that was the result of MB attacking it, so again, that's on him more than anything. Elder was mainly focused on chasing Waganma and there were no people on the streets.

they didn't order any evacuation for senior centipede because it was only a demon. they actually specifically ordered everyone to get inside and stay inside until it was over, hence all the empty streets. the people leaving after the evacuation order was sent out were the first people leaving, not the last. and that spread i posted clearly is an attack from elder, it was still mb's fault though because elder was retaliating against his previous attack. and i never argued that mb didn't cause more collateral, i actually argued the opposite

They still issued a warning and most likely people panicked. After the evacuation was announced the LAST waves of people leaving were being shown. Literally no people were shown running afterwards.
