That's not actually true. The first concept of Hinata was literally titled "Moon Princess". She was, from the beginning, supposed to be Naruto's primary love interest and she always was supposed to be royalty. Why she (or any Hyuuga for that matter) wasn't as overpowered as the other half of the family is something I can't tell you. But Kishimoto actually spoilered and implied that whole reincarnation shit pretty early. Arguably the second time Madara and Hashirama are mentioned, and latest by the time they have thier showdown in the Valley of the End. If people didn't see this coming, then they are literally too retarded for Naruto. And while the space bunny shit was introduced fairly late, the fact that Hinata was considered the Moon Princess from the very script onwards, at least implied some form of space life.

She was always supposed to have some importance, she’s been called the “Pure (Eye) Princess”, and she was actually extremely talented (only lost to her sister because she didn’t want to hurt her).

With the added context of the War Arc and The Last, it can be inferred that “Pure (Eye) Princess”, moon princess, etc refers to having similar abilities (or at least potential) to Kaguya, who is also called the moon princess.

From this, Hinata seems to have had more potential than Naruto or Sasuke, but because she dislikes fighting she never realized her potential.

The manga gave way too much importance to the Uchihas. Supposedly the Hyuuga eyes were as strong (or even stronger) than the Uchiha eyes, but somehow the Uchiha ended up beign more powerful than the Rinnegan (the strongest one) because the eyes stopped beign just about "genjutsu" and became some sort of different types of nukes in each Uchiha eyes. Total bullshit
Also, the movie was made to retcon everything and give Hinata and the Hyuuga eyes more importance (despise that I totally liked that Naruto and Hinata end up together)
They should have hinted something like that before during the manga. If that would have happened, the movie would have been even more enjoyable and lore-wise would be cool
And I think that Hamura choose her since she's the "Princess" of the Hyuuga clan (along with Hanabi), that they are direct descendants of Hamura and that Hinata was the only Hyuuga present (and that most probably since she's the daughter of the head of the family that she had the purest genes and eyes)

Another thing about why Hinata wasn't OP: she's supposedly a princess who acts like a proper maiden and stuff, so she isn't too much into fighting. Still the supposedly OP chakra was unlocked and has been given to her during the movie, so she was just a normal Hyuuga (maybe a little bit stronger than the average) but of course not as strong as Neji or her father (yet)

A low level Byakugan beats out a low level Sharingan.
And a High Level Byakugan beats a High Level Sharingan.
It's the mushy mediocre middle section where the Sharingan beats out the Byakugan with it's gimmicks.

But the Byakugan has shown to be able to do pretty much anything the Sharingan can and better, Genjutsu, Dimensional Travel, vision, chakra vision.
It even has it's own final form in the Tenseigan which has shown to be able to split the moon.

Kamui, Kotoamatsukami, Itachi’s Totsuka blade and Yata Mirror are much better than anything the byakugan can come up with.

Byakugan is stated to be literally better in every way in the Eye of Insight category, which means that the only thing Sharingan is better at is genjutsu. Yet later everyone is wanking Sasuke because of his sharingan, ignoring that there is a literal clan full of people with better eyes.

For starters he can either teleport or swap anything in his vicinity, not just himself. Also kawarimi is literally you physically swapping yourself with an object and hiding when your opponent isn't paying attention. It won't work on anyone fast enough or just very good experienced ninja. Sasukes jutsu is instant and can't be detected or avoided.

Kawarimi is just flat out genjutsu, you don't teleport you actually move fast and hide the fact that you switched place.
Saucegay's eyes, however, can legit teleport things. And it can even teleport your opponent of jutsu like Rasengan.

Power levels in naruto are a bit wonky because of how quickly they start to scale up. Most of the major fighters in the exam were already mid chunin level or higher, and gaara would rank at approximately an A level threat in a bingo book, meaning Lee without weights and with a few gates open fared about as well as a team of generic anbu would be expected to.
