At some point italian greatswords where used in battle to break enemy polearms, so it should be possible, hard but possible
I wouldn't be surprised if someone more experienced proved me wrong tho

Why does she even need a huge staff? She only throws pieces of paper and magic balls

Actually is totally believable.
The sword was actually mostly a secondary weapon. Lances, halberds, polearms in general, dominated the battlefield. The staff basically use the same principle, it just lack the metal end.

He would not even have the oportunity to reach the staff user. Quarterstaffs can also be grabbed at the end for vicious extremely long range blows.
Range is the reason humans invariably used spears in combat, it is literally game winning being able to hurt others without risking getting hurt.

>The shrine priest or maiden attendants (miko) use the gohei to bless or sanctify a person or object in various Shinto rituals. The gohei is used for some ceremonies, but its usual purpose is to cleanse a sacred place in temples and to cleanse, bless, or exorcise any object that is thought to have negative energy. In addition to its use in purification rituals, it may be included in an Ōnusa (wooden wand with many shide), and serve as the object of veneration (shintai) in a Shinto shrine

The 1000 times folded katana that can cut trough everything, against the full plate armor that make you immortal and would kill the enemy just by bumping into them.
Who would win?

Well, you can cause significant damage to a spear on a lucky day, but staffs are a lot thicker as they are designed for hitting the opponent with the wooden part so it would be pretty silly of them to break down that easily.
