99.99% of the human population are not aware of the magi. He happened to be born in a traditional magi family and being finding out he's a complete failure with no magic circuits blew his self esteem especially when Sakura an outsider is adopted solely as his replacement to the family name. He basically has a huge inferiority complex

I think you might already need to have circuits in the first place to do that. Either that, or the fact that Shirou's training is described alternately as stabbing himself in the throat or inserting a burning spike into his spine, makes it a really dumb thing to do for anyone who isn't as autistic and disciplined as Shirou.
