No, its because every character is basically a nonsensical characture. They appear to have no personal motivations beyond progressing the plot in a particular direction. Part of making a good character is making their motivations and actions understandable and believable based on who they are and the world around them. Sure the MC and trash dog have some character, but its ruined by a world that is completely full of non-characters.
Most anime is more character based than anything else, this is why we often get enjoyable anime that summarize the plot in 2 final episodes no one cares about. Think something like Trigun.

First four episodes were good but it had nowhere to go from there. They show could've ended with episode 4, and the fact that it didn't is what makes it bad. I've never seen a show instantaneously pivot from good to bad.
