Code Geass easily surpassed this, yeah there were some plot issues (not that there aren't in NGE), but it had a much better ending and didn't get incredibly edgy just for the sake of it while still containing actual symoblism that meant something in relation to the story instead of just sticking it in there for the sake of it.

Madoka Magica not only surpassed Eva but stomped its face into the dirt and gave it to Anno directly into the ass with no lube. It’s no competition.
