This show is about genki-moe vs useless-moe, acknowledged even in-series through the characters' own conflicting ideals for cuteness. Hana corresponds to Higero cuteness, where weirdness, homeliness, and uselessness are cute. Hinata corresponds to White Lily cuteness, where attractive clothing and figure, pure heart, strong will, and other positive attributes are idealized. Noa is a two-tone character, she aspires to be like White Lily but she's more like Higero, and this is also where her insecurity issue comes from.
Noa's attraction to Hinata comes from a combination of Hinata embodying Noa's ideals, and Hinata appreciating Noa's Higero side (the ruined sandwiches for example). Noa's interactions with Hinata are thus nervous and awkward because she's with the thing she looks up to, whereas she gets along quite naturally with Hana (shopping episode, discussing the board game). Noa's interesting in general because she corresponds the closest to the show's general theme of dressing up one's flaws, and it's unclear whether it's presented as a good or a bad thing. Hana's manner of dress for example is widely criticized, including by Miyako, and Miyako in particular has an obsession with dressing Hana up in nice clothing much like Noa is obsessed with doing for herself. Hinata gets overlooked because she "needs" it the least (angry Hinata episode). Similarly, Koyori who is heavily flawed enjoys Miyako's antics but Kanon clearly dislikes it, and again the theme repeats with Koyori aspiring to be someone reliable like Kanon. Likewise time and again developments arise about Miyako and Hana confronting their flaws (shopping episode/school play).
The weird thing is the asymmetry, there is a large "upward" preference, but almost no inverse. Despite that Higero isn't shown to be a negative ideal or anything, just unpopular.
