Part of it is that animation standards have fallen. People back then did not know how good they had it. Even OVAs crap on a lot of shows that get aired today.

Kite is an overrated trainwreck that's tonally all over the place and outright bad and pretentious in the correct definition, but Mezzo Forte was actually fun and didn't try to be what it couldn't be.

It was mostly only OVAs. If we just single out TV anime and ignore movies/OVAs; the ratio of TV anime with acceptable animation's gotten higher as the years went on. It's just that the ceiling for animation quality is lower now, so that yeah, there's more TV anime with good animation now than there was then, but TV anime animation hasn't really surpassed or come close to the peak of older TV animation.

One of the biggest tragedies in anime is how the 1-2 cour tv series came to dominate the other formats, when from an artistic standpoint it's the worst one.

This is so true. The movie and series was considered shit at the time. Do people really regard it as good now. The sex scenes in the movie were the only thing good about Mezzo. It had movie quality sex scenes which is rare since most anime porn is drawn like crap.
