Yeah, it's the OVA. Honestly, I prefer it to the newer anime. It may not be as faithful to the manga, but I liked how it used the more serious atmosphere of Part 1. Dio time teleporting was very eerie and made him more menacing.

English Dandy sounds much more natural and overall it's a fine dub since the overall show doesn't rely on nip culture.

I think it's mostly a matter of taste. Every episode has something unique going on for it. Some that I never see mentioned are my favorites.

It's been a while since I saw it, but from what I recall(with help from Wikipedia), these were the ones I cared least about. That said, they still had some good moments(S1E2 had a fun bar fight) and it's best to watch them yourself.
Also, while it's a predominantly comedy series, it still has some deviations(even in the type of comedy, though most are on the absurd spectrum). S1E5 is a cute "bounty hunter has a father-daughter relationship with random girl." S1E13 was a bittersweet romance between QT(the robot of the team) and a sentient coffee machine. S2E8 had a Mushishi feel to it and S2E10 was also a bittersweet romance(and my favourite episode).
The point I'm trying to make is that every episode is different and it's best to watch and decide for yourself.
