Ging is not really a bad father, he gave Gon the option to be a normal person in a stable house with a loving family, but even though Gon became a Hunter he gave him no special treatment, this is good because Ging respects Gon as his own man.

In conclusion, Togashi uses Ging as a exemplary concept of family in a communist society, showing that the lack of family is not really bad as Gon loves Ging and showing Killua (the one with a full traditional family) as the one who hates his family.

The thing that determines if a house is stable or not is culture. Aftrican Americans with single mothers live their lives embracing what is objectively bad culture. Idolizing gangs, being tough, being dangerous, being a criminal. That's why they don't thrive.

Gon doesn't have anything as bad as that. He's mostly out and about fishing and exploring the world around him. You can't say that living with his Aunt turned him into a bad kid, especially since he has had morals and ideals since the very beginning.

Shit people will always be shit, Ging intended to Gon make himself is own man instead of relying on others.

He’s not really a father at all. He recognizes that bringing Gon all over the world on his wacky adventures wouldn’t be right, but also is too selfish to let forego the life he wants to lead. He really just opts out of being a parent, and recognizes that it was a shitty thing to do.
It makes for a good story only because Ging knew Gon would be an anime character. Most normal humans would’ve stayed on Whale Island thinking “fuck that guy.”
