How does the idea that the head doctor's stand having something to do with modifying photos and video (and potentially memories along with them) mesh with the fact that he seems to teleport or blink in and out of existence? If that was his power I'd say he was Kira's dad since it's a similar power to Kira's dad's power in part 4 but his name is completely different too so I don't know about that. The fact that Tooru seems to know what's going on makes him even more interesting though.
