People have been cucked by Pokemon so long they've invented headcanon explanations for why certain things don't happen. Literally an army of boogeymen enforcing how the anime operates with a hyper-autistic commitment to continuity.
One of those headcanons is that legendary Pokemon are "too OP" for the main cast.

The original definition was simply beating the Elite Four. Lance bestows that title to you in the Gen 1 games.
There's a scrub campaign to try and make Pokemon Master as ambiguous as possible now.

What said. The anime between Gens 1 - 4 had Ash describing being a "Pokemon Master" as someone who beats a league conference, defeats the Elite Four, and then becomes a regional champion.

Still, why they keep allowing him to lose a conference league instead of losing to an E4 member or regional champion is a mystery.
