As someone who remembers fuck all from the novels its been adapting I think the anime fails to explain "why" some things are happening, the huge gap in-between seasons doesn't help since S3 pretty much picks up the plotline where it left off.
Not even the production quality saves it much. It's a shame for S3, but I hope the issue really was schedule problems and that future seasons will look better.

In this particular case it's an instance where dialogue alone doesn't cut it. Fiamma can go on about how the elements are out of whack and how it resulted in bad shit like Angel Fall, but to the average viewer 'elements going out of whack' doesn't mean anything, they can't connect with it because the anime never goes in depth with the magic technobabble like the books do, which is an underlying problem for the anime. Fiamma might as well have said he's doing it to stop global warming and it wouldn't make a difference to anime watchers.

By itself no. First of all Gab was gimped badly in season 1, they have mentioned Gab will destroy the world once the spell is complete but her fight scenes are pretty tame all around, Kanzaki cut a few pieces of her wings and that was it, when there were supposed to be hundreds and everything was happening in milliseconds. I don't think they mentioned she can throw planets around either. All in all Angel Fall wasn't that impressive in the anime, I think the comedy at the start probably left more of an impression on viewers which didn't help things either.
When Fiamma brings up how the archangels have swapped their elements and you should get the sense that the law of this world is fucked, it's like saying g is no longer 9.81 ms-2 and nobody even noticed. Not to mention for better or worse the books beat you over the head with this by repeating it, so you are more likely to suspend disbelief and have a sense of scale as opposed to the anime.

But it's not the same thing as hooking into the network and boosting your calculation capacity, which is what Accelerator is doing since his own brain is damaged. Yes, those "gloves" allowed him to confirm the existence of one of the cities greatest secrets, and the method with which Aleister watches over the city. The actions made in OT15 were unsanctioned in the first place, these organizations were going rogue, so of course they would get in hot water if they were "acting out of line", this does not mean that Kakine wouldn't be able to accrue information about the city and some of its experiments, he managed to get info about Last Order without infiltration of a facility, which he could most likely do as lets face it, there is little stopping the second strongest esper from barging in and murderizing your ass.. Besides that, the only reason why Accelerator and Mikoto were chosen to shift was that they could shift within a reasonable timeframe, though its debatable if Accelerator would actually shift after the experiment, Mikoto was a result of Gensei going hard for level 6 and wanting to satisfy that boner even if for a moment,and the fact that due to her network she had quickest route to ascension.
