They actually can but it's a bit of a different sense of sarcasm and doesn't translate properly. You see some obvious cases like people being addressed far more formally than the situation calls for as a sarcastic form of disrespect or as a joke but it's actually fairly common in comedy shows and just gets ignored in translation.

I don't think there is more to humor that catching people off guard, there are just people who are harder to catch off gourd, so then those things come into play. Yet at the same time the will be someone laughing at a fart joke because it's inappropriate and therefore unexpected.
