A lot of influential people are there because they're appropriately memed in society.
Some of the most truly influential people ever had almost no influence outside their little circle or country, during their lives. See Jesus, Confuscius, or Socrates.

Christians just burned books containing certainly sectarian theology. Although it is true Islam did not have an issue with extreme theological diversity, that is due to the simplicity of its orthodox creed
A lot of famous Americans fit the bill. Martin Luther King Jr. and Harriet Tubman are memed because the need to reinforce beliefs to the youth. A lot of Presidents were figureheads.
Other figures are big conquerors or leaders who didn't change the political world permanently, or only did so in a way that was already inevitable, but are """respected.""" See Gandhi. India was going to be independent from Britain, anyway. It was the fall of the Empire and WW2 that did that, but Gandhi is an important figurehead for pacifists and Indians who want a vision of a homegrown independence.
Pretty much any Democratic Egalitarian martyr type, who's remembered mainly through textbooks, is probably memed.
Truly influential people are those who changed whole cultures and beliefs, and that's not always a good thing. Religious founders and certain kinds of philosophers are the most influential, for this reason, for better or worse. And they're usually pretty politically powerless people, like Marx, Christ, or Confuscius.

I see your point, but ideas alone don't change the world. There must be 'great' people ex; Washington, Napoleon or Ho Chi Minh who act, gather support and influence the world around them based on those ideas. In the authors sense would a great person following those ideas not have more effect than the one who establishes that belief? They are the ones actually spreading and influencing others with it.

Judging who the most influential person is based on the size of the religion they started is a little subjective. If that were the case, Jesus and Muhammad would be neck and neck . Both religions are comparable in their historical influence and the absolute population size of their adherents.
Personally my bet is on someone most people have never heard of. His name is Norman Borlaug, an agricultural scientist who devised methods that made it possible to feed hundreds of millions of people. If you are reading this right now there is about a 1/8 chance you owe your life to him without knowing it.
