The USSR had regulatory bodies whose primary function was indeed censorship, but also secondarily, quality control.
Modern Russia, not so much. The US is much the same case but we still get good films outside of the big blockbuster trash, because the industry is just big enough to support niche releases.

Modern Russian cinema went through three stages.
When the Soviet Union first collapsed, the directors became drunk with absolute unrestricted freedom and filmed some of the worst dogshit ever to have been filmed.
Then, for a while, there was no cinema in the country because its economy collapsed hard and it was unclear if Russia would survive at all.
When it recovered, the next generation of directors became obsessed with copying Hollywood. Needless to say, this didn't work put.
These days, the state is the main source of financing for the movie industry because most of the Russian movies are unprofitable. As a result, most movies have to be patriotic in one way or another.

Sometime around 2004 came the first attempts at big budget action movies (9th Company and Nightwatch) and foreign-sponsored arthouse dramas (4 and The Return). Both directions are still developing in their own ways with mixed results + a huge mass appeal retard comedy category in between

Modern Russian cinema is just average. It's not better or worse than most of the European countries. We have good arthouse directors (Sokurov, Zvyagintsev, Balagov, Bykov) and sometimes make good mainstream movies (Night/Day Watch, Turkish Gambit, The Duelist, Serebrennikov's Summer from rescent). That's not really much to discuss. Sure, our government sponsors a lot of "patriotic" movies but most of them are terrible and fail in box office. Eventually we will get rid of Putin somehow and will probably have a some new wave of Russian cinema, now is just one of the low periods.

They essentially are giving away Metro to fucking Comedy Club, and Russians here will know what it means. Their best thing to ever do is apparently Phys Ed Teacher TV show where Dmitriy Nagiev is playing a mobster from 90's who was fired by crime kingpin who is trying to do a legitimate business in modern era Nagiev doesn't understand, so he decides to infiltrate the school where the kingpin's fat daughter is and get her laid/lose weight to get back his job. That's the level of quality we are talking about.

Russian cinematography is absolutely bottom of the barrel 95% of the time, it's essentially Bollywood tier but without any singing and music. The only semblance of quality comes from indie filmmakers and little guys who barely manage to do short movies (like Papers Please was very enjoyable and makes you believe full fledged movie is possible, Igor Savochkin is also a good sport for doing that and was cast perfectly; or a short movie based on shitty Bubble comic Major Bolt, the comic is shit and movie is Guy Ritchie's Sherlock Holmes-esque schlock, but it's competently made and beats out majority of real, major production, I'd take a mildly entertaining schlock over another romcom, or Armenian Jews trying to leech off capeshit fad).

That said, check out USSR movies, they are legitimately underrated besides the ones that did get international recognition. Check out excellent movie adaptation of Tomorrow Was the War which criticized USSR's system, check out impeccable adaptation of Dog's Heart (which also criticized USSR indirectly), check out movie adaptation of Sotnikov (also known as the Ascent because the movie director, she thought it'd be cool to make Jesus out of Sotnikov, but it's still a great movie).

Soviet cartoons has very weird catalogue of adaptations of Greek mythologies and most of them take risks and very unique, have art style that tries to mimic Ancient Greece's art and often contain nudity. I recommend checking out Hercules and Admetus just to check out one of the most popular adaptations, it's worth checking out for the art style alone and it is available in English.
