Recoil happens over a larger amount of time as the bullet is accelerated out of the gun vs impact of round into someone. Also you aren't tensing muscles bracing to be shot whereas you are when you fire the gun.

interesting I also read somewhere that people who are aware they were shot (this is just about handguns, probably 9mm) tend to react way more dramatically to it, i.e. they instantly fall down because they expect the effect they've seen in hollywood movies whereas if they don't realize that they've been shot they just keep going for far longer

I've heard accounts of soldiers being tagged by sniper fire, carrying on all nonchalant and unaware before dropping due to blood loss. I can believe it.
