Because it wasn't really multiculturalism, it was a noble who was disgruntled about not being heir to the throne building an army out of members of an persecuted underclass to take the throne by force.
That's the thing, Scar wasn't really a revolutionary who led the hyena people out of genuine concern for their place in society, he used them as disposable troops to take over a country with him as the totalitarian ruler. And of course Scar is to blame for his action but even moreso, the problems, both of the hyenas and of someone like Scar being able to just take the throne, are inherent in the system. By having a monarchy and by having a divide between lion and hyenas both conflict between lions and hyenas as well a descent into tyranny, either through usurpation of the throne or simply through a righful heir of the throne being incompetent, is inevitable in the long turn. By Simba simply retaking his place as king history is doomed to repeat eventually.
