The klingons have a spy agency but they don't bother with any special name. I remember an episode of DS9 where they modified a replicator to kill people.

That is quintessentially the problem with Worf. He was very black and white with a specific code of ethics. While every other Klingon was a bottom feeding opportunist who took their aggression out on anyone.
