That's not true in the least. Civil War: The Confession, Director of SHIELD, and Avengers/Invaders all features Tony heavily affected by guilt and self hatred over the events of Civil War and the SHRA. Even AI Tony in Secret Empire who has all memories intact of that one year he erased so Osborn wouldn't get his hands on the database of registered heroes airs out his regrets to Hydra Cap.
