What are some other characters who got a full introduction episode, then barely did anything in the rest of the series?

As much as we complained about how often the episodes focused on townies, amidst a galactic war and revolution, beach city felt pretty dead. With a lot of townies getting a single episode and the occasional sitcom guest appearance.
