Cubert feels like a network mandate that the staff filled by making him as obnoxious and unlikable as possible. Like Fox wanted a Bart for the show for mechandising and they made him pretty much useless for that purpose.

NickTMNT was very bad about this.
Leatherhead was introduced in season 1 but didn't do anything of note until season 3 or so. Other Mutanimals got it even worse (Mondo Gecko basically became a background joke). Pizzaface appeared once after his introduction, in the Mondo Gecko episode no less.
Also Fishface and Dogpound were advertised as a duo (in the intro at least), but had more appearances together before they mutated rather than after. And then Dogpound became Rahzar and they got replaced by Bebop and Rocksteady anyway.

As much as we complained about how often the episodes focused on townies, amidst a galactic war and revolution, beach city felt pretty dead. With a lot of townies getting a single episode and the occasional sitcom guest appearance.
