Nonsense, the art improves drastically from piccolo jr fight to even something as early as Frieza vs Goku. If you're considering judging Dragon Ball "as a comic" then you have to look at where the art was at it's peak
My personal peak was Namek arc, specifically before the arrival of Goku. Stakes and tension felt the highest, the villIains felt unstoppable, and it felt like the heroes were in the most danger.
