Bruce never formally adopted Dick (this becomes a plot point post-Crisis; part of the reason Dick severs all ties with Bruce after Jason Todd came along was that Bruce legally adopted Jason but never did that for Dick). So in Bruce's case, since Dick had no family, he became Bruce's ward which in olden times means "orphan living with someone who promises to take care of them but can get rid of them at any time".

Pre-Crisis, Batman didn't have to because he was rich and rich people taking in orphans was something people didn't raise questions about due to the fact that Dick was going to grow up rich and powerful.

As for why he took the extra steps to adopt Jason, it was the 1980s by that point and legally you couldn't just take in orphans no question asked. Also, right before Crisis, DC did a story where a super-villain (Nocturna) tried to adopt Jason under Batman's nose to force Batman to marry her (by taking Robin from her) and Bruce had to legally adopt Jason to stop her from beating him to the punch and adopting Jason.

So they had to pay lip service to that and Max Collins addressed what the previous writers danced around, IE how come Jason got adopted but Dick was just a "ward", with Bruce defending not formally adopting Dick by saying that since he got custody of him no questions asked, he never bothered to file the paperwork.
